Steam further restricts account transfers, which can only be transferred once in 3 months
I believe that many of my friends have been Argentines or Russians on Steam in order to buy their favorite games at the lowest price. However, such behavior will become more difficult afterward, because Steam has recently tightened the policy of player account transfer.
In a further crack down on people buying games in cheaper regions, Valve added a limit on how often you can change your Steam account's country.
Country may not be updated more than once every 3 months. Purchases can be completed using a payment method from your current region.

In fact, Valve has also introduced some measures to discourage players who frequently switch regions, such as requiring players to purchase a game with local payment after transferring or use a redemption code that is only available in a certain area to restrict players who use VPN to redeem other games. However, Valve was fined 7.8 million euros by the European Union for this measure.
The newly launched zone can only be transferred once in at least 3 months. For ordinary players, it may be effective to prevent them from buying low-priced games.
At the moment, I don’t know how the EU will react to this measure. Even if it is only a short-term restriction on account movement, the EU may regard it as restricting players’ access rights in the EU. If this is the case, then Valve may be fined another large sum of money. But for Valve, tens of millions is not a big sum compared to making billions a day.
