Microsoft will not release a Windows 10 1909 SDK
If there is no accident, Microsoft will release the Windows 10 Version 1909 update from the end of this month to the beginning of next month. Of course, this version is not a major version update. According to Microsoft, this version is based on Windows 10 Version 1903 and is updated or optimized for some functions and components. In terms of version, only the upgrade from Build 18362.xxx to Build 18363.xxx, even after the official release, the cumulative update of these versions is exactly the same.
Nearly the new version is released. In fact, many developers are waiting for Microsoft to release a new version of the development kit. Before the new version is released, Microsoft will provide a development kit for developers to preview and debug in order to test for some new features or adapt their own software. However, Microsoft has released a blog for Windows 10 Version 1909. Microsoft said that the company will not provide an independent development kit for this version. Simply put, this new version has no changes in the interface since no change means that the previous development kit can continue to use without updating.
Windows 10 Version 1903 uses the same base package as Windows 10 Version 1909 and has no changes to the API interface. Developers who want to adapt to the above versions of the software can download the Windows 10 Version 1903 development kit, which supports both versions. If the developer just upgraded the new version, then you will need to follow the instructions of the Windows 10 Version 1903 development kit to see new features or adjustments.
The easiest way for developers is to use Visual Studio 2019, but of course, you can also download the v1903 SDK suite for installation. New features for the Windows 10 Version 1903 suite can be found here: Windows 10 Build 18362 for Developers.
