Microsoft released Windows 10 November 2019 ISO image on MSDN

In the blog post released recently, Microsoft officially named Windows 10’s next feature update “November 2019 Update”, the final version number is Build 18363.418 and said it will be released in the next few weeks, but there is no specific time. However, Microsoft has released an ISO image of Windows 10 Version 1909 on MSDN, allowing developers of subscriptions to try out these new features before the official release.

Microsoft also revealed that the debut of the Windows 10 version 1909 will not include the new SDK, and developers do not need to specifically target this version when building applications. This is because Windows 10 version 1909 is very similar to version 1903 and contains only minor improvements.

A new Windows SDK will not be issued in conjunction with this version of Windows, since this release doesn’t introduce new APIs. That means there’s no need to target Windows 10, version 1909 or modify your project files. Since there is no update to the SDK, you should continue to target Windows 10, version 1903. The easiest way to do that is by installing Visual Studio 2019,” Microsoft explains.
