Windows 10 19H1 Insider Preview Build 18247 Releases
Microsoft this morning pushed the latest preview version of Windows 10 19H1, Build 18247, to members of Skip Ahead. 19H1 is Microsoft’s next function update code, v1903, is expected to end the preview next spring and turn to the official version to release upgrades to stable users.
Unfortunately, there are no new features on the Build 18247, but the same as last time, focusing on bug fixes and stability improvements. This unusual move may not be lazy to the engineers of the Insider team. Perhaps a reasonable explanation is that some development plans have to be shelved or temporarily waiting for Microsoft to reorganize the Windows 10 team after the October update.

General changes, improvements, and fixes for PC
- We fixed an issue resulting in Narrator text to speech not making sense when reading Narrator’s Quick Start pop up in Japanese.
- We fixed an issue resulting in app icons sometimes becoming invisible in the taskbar in recent flights.

Known issues
- When using dark mode, File Explorer’s context menu has an unexpectedly thick white border.
- Task Manager is not reporting accurate CPU usage. This should be fixed in the next flight.
- Arrows to expand “Background processes” in Task Manager are blinking constantly and weirdly.
