Microsoft push Windows 10 to 14393.1613 version: fix more bug

On August 16th, Microsoft released the patch for Windows 10.

Change log:

• d3dcompiler_47.dll dynamic link library files,

• repair UAC prompts activated after being opened to block the program,
• encrypted hard disk obstruction system startup, three disk cleanup tools lead to missing items and other issues.
