Microsoft hides the local account option in the skip option. If the user clicks skip this step on the login interface, they can continue to create offline accounts and use them.

Of course, even after logging in with a Microsoft account, you can create a local account in the control panel after entering the system, so the final choice is still in the hands of the user.
