KB4517389 for Windows 10 1903 causes Microsoft Edge & Start menu bug

Microsoft has released the cumulative update KB4517389 for Windows 10 Version 1903 and does not list any known issues in the support documentation. However, after installing the cumulative update, some users reported that the Start menu and Edge browser are not working properly. A few days ago, Microsoft admitted that there was a problem that the start menu could not be enabled, and some users reported that there was a problem that the Edge browser could not be opened, and some users also had problems with the installation failure.

KB4517389 is a security update released on the patch Tuesday event and will be automatically installed on the Windows 10 May 2019. However, some users reported that the cumulative update caused the Edge browser and the Start menu to not work properly.

One user wrote in the Microsoft support community:

“I can confirm that. Besides, Edge does not work anymore. It does not start anymore. Internet Explorer starts and runs. I´ve i deinstall update KB4517389 everythink works as before.
Apart from VMware 14, which does not work anymore, too.”

Another user wrote:

“After installing KB4517389 today can’t open Edge. Tried rebooting. Tried uninstalling update (then it worked). Reinstalled update and Edge won’t open. Tried reset and still won’t work. All other browsers work including internet explorer.”
