KB4516067 causes bug in Internet Explorer on Surface
The latest Microsoft Windows Update for Windows 10 in September brought a series of problems for users. The latest victim is the Surface device. Windows Update KB4516067 brought a serious error after installing to Surface 2 and Surface RT.
KB4516067 is for Windows 8.1 and Windows Server 2012 R2 that includes improvements and fixes that were a part of update KB4512478 (released August 17, 2019) and addresses the security vulnerability issues. After applying KB4516067, the user reports (1, 2) that Microsoft Surface 2 and Surface RT cannot load Internet Explorer:
Error: The certificate has been revoked by its certification authority. See DefaultBrowser_NopublisherId in event viewer.
Microsoft confirmed this error:
After installing this update on a Windows 8.1 RT device, Internet Explorer 11 may not open and you may receive the error, “C:\Program Files\Internet Explorer\iexplore.exe: A certificate was explicitly revoked by its issuer.”
“We are working on a resolution and will provide an update in an upcoming release.”
