The WSL subsystem on Windows Insider Fast Ring Build 18272 is not working properly
Yesterday Microsoft pushed Windows 10 Insider Preview Build 18272 to improve some parts of the system, but for developers, it is better not to update this version.
Because the Windows 10 built-in WSL subsystem does not work after upgrading the Insider Preview, developers who need to use must roll back to the previous version.
Unfortunately, Windows Subsystem for Linux will not work in Windows Insider Fast Ring build 18272. The issue has been fixed and will be in next week's Insider Fast build. If you've installed this build I suggest rolling back to the previous version. Sorry for the inconvenience.

The WSL subsystem, Microsoft’s previous Linux system built into Windows 10, makes it easy for developers to download and install multiple distributions.
But after all, it’s just average for the Windows 10 Insider Preview to be in trouble, so there’s nothing to say even if it’s a bit of a problem.
Microsoft engineers have confirmed the problem after seeing user feedback on Twitter and said that the new Insider Preview would be released next week to fix the problem.
For developers who must use this subsystem, there is no temporary solution. Go to the Settings Update and Security and click Restore to roll back the previous version.
After the rollback, change the Fast Ring to slow or release the preview version, otherwise the system will automatically download the new Insider Preview, and then you will not pay attention to the automatic upgrade.
