KB4554364 for Windows 10 prevents users from connecting to WiFi

Recently, Microsoft rolled out KB4554364 cumulative update to Windows 10 v1903 and 1909. This update is used to fix VPN and other network connection errors. Therefore, many users immediately downloaded and installed this update after Microsoft released this update.
