The first round of beta testing for iOS 13.3, iPad OS 13.3, tvOS 13.3 and watchOS 6.1.1 was launched on November 5th, mainly to fix the killing background process. In the second beta of iOS 13.3, users are allowed to support NFC, USB and Lightning port security keys in Safari and associated technologies using the WebAuthn standard. Compatibility does not extend to all devices with wireless devices, but Lightning security keys should work on all devices.

We strongly recommend that users do not install the Beta operating system on major devices or “mission-critical” hardware, because in addition to other potential problems, there may be data loss. Testers should install the Beta on a secondary or non-essential device and ensure that important data is backed up prior to the update.
